Passive: The story had been read by her.

Passive: He should be arrested. Or, Let him be arrested. Or, You're ordered to arrest him.

Passive: Can English be spoken by you?

Passive: Were they told by you? 

20. Who doesn't know it?
Passive: To whom isn't it known? 


21. Did he send the letter?
Passive: Was the letter sent by him? 

22. I didn't tell them.
Passive: They weren't told by me. 

23. Who doesn't know it?
Passive: To whom isn't it known?

24. He doesn't know you.
Passive: You're not known to him. 

25. He was not allowed to go.
Active: Circumstances (or, the authority) didn't allow him to go.

Passive: The test wasn't given by the teacher.

Passive: An article had been being read by me. 

28. Accidents are caused by carelessness.
Active: Carelessness causes accidents.
